The short version

What matters before you sign

Illinois homeowners should compare Illinois Shines REC terms, Illinois Solar for All eligibility, and the utility’s interconnection and export rules as separate pieces. A statewide headline percentage is not a safe substitute for the current contract.

Separate the pieces of the offer

A program can be published and still be conditional for a specific homeowner. Use the status label, current source, and details together.

Residential Clean Energy Credit

EXPIRED

No federal amount is assumed for property placed in service after December 31, 2025.

  • The IRS determines qualified property, expenses, ownership, and placed-in-service timing.
  • A tax credit is different from a rebate, REC payment, utility export credit, or financing discount.
  • Review Form 5695 instructions and your own tax circumstances with a qualified professional.

Illinois Shines

CONDITIONAL

Potential REC value is project- and program-year dependent; ask an approved vendor for the current contract.

  • Review REC quantity, ownership, delivery schedule, payment timing, and consumer disclosures.
  • Confirm the project and vendor are eligible under the current program year.
  • Do not assume a generic percentage of project cost or that an estimated REC value is guaranteed.

Utility interconnection and export rules

VERIFY CURRENT TERMS

ComEd and Ameren Illinois rules, tariffs, and any rebate documents are not interchangeable.

  • Match the project to the account, utility territory, current tariff, and interconnection guide.
  • Ask which utility document supports any rebate or export assumption.
  • Separate REC economics from utility bill credits and the cash project price.
